Competitive program. Awards vary by need. FY 2019-22 & 2020-21 have awards ranging between $200,000 and $30,000,000.

Dates:

· September-October 2022: Draft Guidelines released for Public Comment

· October 2022: Draft Guidelines Workshops (Northern and Southern CA)

· December 2022: Final Guidelines adopted

· January 2023: NOFA released

· March 2023: AHSC Round 7 applications due

· August 2023: AHSC Round 7 awards adopted by Council

Summary:

The Affordable Housing and Sustainable Communities Program (AHSC) aims to reduce greenhouse gas emission sources by funding projects that make it easier for residents to encourage residents to use alternative forms of transport opposed to using their own personal vehicle. Funded by auction proceeds from California’s Cap-and-Trade emissions reduction program, AHSC is administered by the Strategic Growth Council and implemented by the California Department of Housing and Community Development.

Qualified Projects:

· Affordable Housing Developments (new construction or renovation)

· Transportation Infrastructure (new transit vehicles, sidewalks, and bike lanes; transportation-related amenities, such as bus shelters, benches, or shade trees)

· other programs that encourage residents to walk, bike, and use public transit.

Requirements:

· Must be a local government, transportation and transit agencies, non-profit and for-profit housing developers, joint powers authorities, K-12 school, college or university districts, or federally recognized Indian tribes.

· Applicants who receive awards are responsible for monitoring and reporting their projects’ emissions reductions using a quantification methodology certified by the California Air Resources Board.
