Funding:

First-come, first-serve program. In 2022, the Feather River AQMD allocated $877,613.19 for emission reduction projects. Max eligible percentage of the cost varies by project type:

· Any infrastructure project – Up to 60%

· Solar/Wind power projects – Up to 75%

· Any infrastructure project located near sensitive receptors – Up to 100%

· Public school bus battery charging or alternative fueling – Up to 100%

Summary:

The Feather River Air Quality Management District implemented the Community Air Protection Program (CAPP) in response to the passage of Assembly Bill 617 in 2017. This program focuses on reducing the exposure of communities most impacted by air pollution. Projects are selected based on benefits to Senate Bill 535 and Assembly Bill 1550 communities, eligibility under the Carl Moyer Program Guidelines and Project Plan, and community input. The district prioritizes zero-emission equipment projects and must be administered in accordance with the Community Air Protection Incentives Program Policy and Procedures.

Qualifying Projects:

Eligible projects are those that provide power or fuel to on-road vehicles and off-road equipment, and include, but are not limited to:

· Battery Charging Station: new, conversion of existing, and expansion to existing battery charging stations.

· Alternative Fueling Station: new, conversion of existing, and expansion to existing hydrogen and natural gas fueling stations.

Requirements:

General Criteria for All Projects:

· The project must be installed and located in Yuba or Sutter County, California.

· The project must comply with all applicable federal, State, local laws and requirements including environmental laws, and State building, environmental and fire codes.

· Equipment and parts must be new. Remanufactured or refurbished equipment and parts are not eligible.

· Except for stationary agricultural pump projects, a completed Uniform Commercial Code-1 Financing Statement Form must be submitted by the air district to the California Secretary of State for infrastructure projects with a grant funding amount of $50K or greater. The financing statement must list the air district as the secured party.

+Additional Criteria for Battery Charging Stations:

· Chargers must be a level 2 and higher to support non-residential stations.

· An AB 841 certification must be received upon contract execution which provides EVITP certification numbers of each trained electrician that will be working on the electric vehicle charging station. A second AB 841 certification must be submitted after the project is completed and before payment is issued.

· Charger must be certified by a Nationally Recognized Testing Laboratory
