Summary:

The Feather River Air Quality Management District requests proposals for the its Blue Sky Program. The Blue Sky Program encompasses the annual Assembly Bill 2766 and Assembly Bill 923 funding for Yuba and Sutter counties. These requests are for proposals for projects or programs that reduce emissions from motor vehicles and assist in meeting the requirements of the California Clean Air Act. Sections 44220 through 44247 of the Health and Safety Code (AB 2766) authorize the air quality districts to impose a fee for air pollution control to meet its responsibilities mandated under the California Clean Air Act. The district set is at $4 per motor vehicle. Section 44225 of the Health and Safety Code (AB 923) permits the for an increase of the former fee, setting the districts registration of motor vehicles up to $6, increasing the fund. However, it also receives funding through the Carl Moyer Program of 2017 which aims to fund for the emission reduction from school buses.

Qualifying Projects:

Under AB 2766:

· Reduce air pollution emission from motor vehicles

· Implement transportation control measures (TCMs)

· Establish public education programs that support and do not duplicate any of the District’s efforts

Under AB 923:

· Replacement of a diesel fueled school bus with a new school bus

· The replacement of natural gas fuel tanks for school buses

· CNG refueling infrastructure maintenance for school buses

· Purchase for Electric School Buses

· Other programs as identified in the statute.
